Hon. Kenneth Wong
Principal

The Honorable Kenneth Wong hails from Philadelphia, Pennsylvania and has been in the risk management industry for the past 38 years. His active role in the Chinese American community gave him the opportunity in 2004 to serve on the President's Commission for Asian Americans and Pacific Islanders with an emphasis in economic development, appointed by President George W. Bush.
Later In 2012, Pennsylvania Governor Tom Corbett appointed Mr. Wong to serve as the Chairman of the Governor's Advisory Commission for Asian Americans. His mission was to assist Asian-American families across the Commonwealth of Pennsylvania access programs and benefits.
In addition to roles at the Federal and State level, Mr. Wong is equally active locally with past services as a board member of the Greater Philadelphia Chamber of Commerce and the University of Pennsylvania's Annenberg Center for Performing Arts. Mr. Wong continues to serve as a board of director of PHL Convention & Visitor's Bureau, PHL Sports and PHL Diversity for the PHL CVB; Philadelphia Hospitality; Liberty USO of Pennsylvania & Southern New Jersey; Greater Philadelphia Veterans Network; American Heritage Federal Credit Union; Chestnut Hill College; Associated Alumni of Central High School; and the Philadelphia Dragon Boat Association.
He is also the father of two daughters and currently resides in Philadelphia.
In April 2017, Mr. Wong was appointed, through the Office of the Secretary of the Army, the Civilian Aide to the Secretary of the Army. In this role, Mr. Wong tasked with supporting the Army's General Officers and acts as the liaison between the Secretary of the Army & the Community.
Jeffrey Ji

As a principal at NavPac Advisors, Mr. Ji has been involved in working with companies on how to effectively expand into the China market. In addition to NavPac Advisors, Mr. Ji owns and operates an IT business and a travel agency in Pennsylvania. His IT firm specializes in K-12 education learning management, data management and protection, hospitality technology, and tourism promotion. His clients include approximately 40 schools in Pennsylvania, and the Province of Shandong, the second largest province of China with a population of nearly 100 million.
Mr. Ji separately operates a travel business, Knighthawk Tours, which provides Harley Davidson motorcycle tours in both China and US.
Mr. Ji also sits at the Advisory Board of World Trade Center of Greater Philadelphia and PHL Diversity, a division of the Philadelphia Convention and Visitor Bureau.
Mr. Ji’s personal interests are in marketing, technology innovation (facial recognition), and tourism destination marketing. He is an avid motorcycle rider and a Harley Davidson motorcycle road captain. Mr. Ji received his graduate degrees from the American University in Washington, D.C. and the University of Pennsylvania.
Jay Borowsky

Jay Borowsky, a principal in NavPac Advisors LLC, is responsible for legal and operations for the organization. Additionally, Mr. Borowsky is an attorney who has served as the principal in the Law Offices of Jay M. Borowsky. He has represented London Market and domestic US (re)insurers on a wide range of coverage matters concerning US based liabilities along with a wide array of other civil litigation matters.
Mr. Borowsky has also advised run-off insurance companies on potential exit strategies. Prior to the formation of his practice, Mr. Borowsky was employed by Enstar Group Ltd. subsidiaries in both England and the United States as vice president of claims and counsel.
In these positions, he played an instrumental role in a successful solvent scheme of arrangement and the development of the claims group of the company which had been the largest publicly traded specialist runoff management company. Previously, he also served in various claims management roles with CIGNA Property & Casualty and ACE USA.
Mr. Borowsky is also the founder and initial board president of Independence Charter School, a top performing K-8 charter school in Philadelphia.
Mr. Borowsky earned his BA from the University of Pennsylvania and received both a JD and MBA from Temple University. He is admitted to both the Pennsylvania and New Jersey Bars. Mr. Borowsky is also an AIRROC Certified arbitrator and serves as both an arbitrator and mediator in the Philadelphia Court of Common Pleas.
